Local assessment to be introduced in May 2008
The government has said that the local assessment of complaints will be implemented in May 2008.
Local assessment of new complaints that members have breached the Code of Conduct was introduced by the Local Government and Public Involvement in Health Act 2007. The act was passed in October 2007 and also gives the Standards Board for England a new regulatory role.
To put the revised framework in place, the government needs to draft detailed regulations to prescribe how the system will work in practice. Consultation on the government's proposals for these detailed arrangements was carried out at the beginning of this year by Communities and Local Government (CLG).
Following this consultation, there was a feeling that the implementation of the revised framework should be delayed from 1 April to May 2008 to allow proper consideration of the regulations.
CLG has therefore suggested an implementation date of May 2008 for the local assessment of complaints to come into force. The department is currently finalising the regulations to lay before Parliament to meet this deadline.
The Standards Board is producing guidance to support local authorities in the implementation and function of the new framework. This guidance is subject to the regulations that will support the changes to the framework and will reflect the content of these regulations. We will publish our guidance as soon as possible after the regulations are confirmed.
