Final pilot now under way

The final pilot project for the new ethical framework is now under way and on course for completion at the end of the year.

The Standards Board for England has invited 30 authorities to take part in the exercise, which aims to develop an online information system. The system will tell us about the complaints authorities receive under the Code of Conduct in a quick quarterly return. It will also allow authorities to report on the wider work of their standards committees in an annual report.

We hope the pilot will allow us to monitor the effectiveness with which local assessment is operated, enable us to to engage with authorities, and provide additional guidance and support if required.

Authorities will also be able to use the monitoring information to keep standards committees regularly up to date on their own ethical activities.

We have asked 24 of the pilot authorities to test the monitoring system remotely and the remaining six based in the north-west have been invited to attend a group testing session at our offices. This will be overseen by our monitoring and audit team together with the system developers. The exercise should provide us with valuable feedback on:

  • how quick and easy the system is to complete
  • whether the system is easily navigated
  • the system’s appearance and design       
  • user satisfaction

We will use the findings for the system’s final development phase.
